What are the criteria for appointing O and M Agency for ETP Plants?
ETP installation must be equipped with correct O & M protocols!
Planning an inventory of maintenance requirements is the first step in preparing for O & M. This inventory is usually included in the installation's Operation & Maintenance (O&M) Manual, which is written down by the contractor who plans and constructs the installation.
If an ETP is not operated properly, it may not function as effectively as it should. However, because ETP operation is a professional job that involves knowledge of Environmental engineering, environmental sciences, mechanical and electrical trades, laboratory analysis, and troubleshooting, it may not be feasible to do so in-house. As a result, ETP operations are frequently outsourced.
The following are the most important factors to consider when choosing an ETP operating agency:
A: Statutory registrations & clearance certificates that are important
1: Recognized Environmental Laboratory u/s-12 of the Environment (Protection) Act, 1986 approved by Ministry of Environment & Forests, Govt. of India, New Delhi;
2: Provident Fund;
3: Employee State Insurance Scheme;
4: Sales Tax;
5: Central Excise for Service Tax;
6: Income Tax PAN No.;
7: Works Contract Tax;
8: Electrical Contractor for Rs.25 lakhs; or 50% of the Tender Value, whichever is less;
9: Public Works Department for Rs.300 lakhs; or 50% of the Tender Value, whichever is less;
10: Should have documented competence to run courses for training of various trades and staff used for the operation and maintenance of the STP/ ETP Installation, including details of previous courses performed for his own and industrial clients;
11: Tax Clearance Certificates - when appropriate, in relation to the aforesaid.
B: Monetary requirement (minimum)
1: For the previous three years, annual turnover of ten times the tender value;
2: At least three jobs worth 50% of the tender value in the last three years;
3: Bank solvency of Rs.50 lakh or Tender Value, whichever is lower.
C: Experimentation (minimum)
1: Completion of three identical orders (in terms of process, volume, type of units, and scope of work) from the Government or a reputable Semi-government organization for at least 50% flow of the tendered Effluent Treatment Plant in the previous three years;
2: Job completion that meets expectations ‘Certificate’ validating the complete scope of work done, including Electrical Installations, Programmable Logic Control Panels, Pumping Station, Digester, Chlorination, and having maintained an on-site Pollution Testing Laboratory, which should have been signed by an Executive Engineer or above;
3: At least one Post Graduate Environmental Engineer must have worked for the company as a permanent employee for the last three years (proof in the form of PF/ESIC No. /Salary Returns must be provided).
ETP operation is a collaborative effort!
It necessitates effective team selection, training needs assessment, on-the-job moulding, laboratory and statistical analysis, issue forecasting, and troubleshooting. All of these elements should be addressed in the O&M employee profile.
