What is CTE and CTO & difference between CTE and CTO?
Manufacturing companies must obtain consent from the pollution control board, also known as consent from the pollution control board, before discharging, storing, handling, transporting, or emitting substances like hazardous gases, wastewater, noise, or any other refuse that harms or pollutes the environment. The situation could become challenging if the necessary guidelines are not correctly followed in order to obtain government approval.
There are two categories of Pollution Board consent:
Consent to Establishment (CTE)
Consent to operate (CTO)
What is Consent to Establishment (CTE)?
Any business, project, or activity must first obtain permission to be established under the terms of the Water (Prevention & Control of Pollution) Act of 1974 and the Air (Prevention & Control of Pollution) Act of 1981.The State Board typically grants approval to create for a duration of three to five years. If the project proponent needs a prolongation in the period of validity, they must seek it at least four months prior to the consent to establish expires and provide justification.
To obtain permission to establish, certain papers are needed, including a site plan, a payment request, manufacturing information, and approval from the government and local authorities.
The consent to establish form consists of five sections in total:
1. General
2. Wastewater Aspects
3. Air Emission Aspects
4. Hazardous waste aspects
5. Additional Information
There are four different kinds of consents: simplified consent (pollution-free SSI), Green Consent, Orange Consent, and Red Consent. The NOC is good for a full year. If the device is not authorized by then, the NOC should be renewed. A fresh request must be submitted to the pollution control board if extension is not requested within the validity term.
Documents needed to obtain approval for establishment:
1. Site map or directory
2. A geographical map
3. Detailed design
4. Sewage treatment facility with various processes and point sources
5. Emissions/discharges, stacking order, document location, and D.G. set capability in KVA.
6. Information about the instruments that would be given to control air and water pollution, respectively.
7. NOC from the Industry Directorate
8. Registration DGTD ( if applicable )
9. Chemical reaction details involving mass balance.
10. Local organisation NOC.
11. Proposed Capital Investment Undertaking on Rs. 20 Stamp Paper or Chartered Accountant Certificate (Land, building, and other types of machinery).
